Kirk Cartozian
Chair, Orangeline Development Authority & Councilmember, City of Downey
Kirk Cartozian serves as Chair of the Orangeline Development Authority and is a City Councilmember in Downey, California, a position to which he was first elected in 2000. He was the city’s Mayor in 2003 – 2004. As a businessman, Mr. Cartozian is a principal at Cartozian Associates Real Estate, Inc. Previously he was a senior associate of Curt Pringle & Associates, consulting on land use planning and entitlement, and was a teacher at Downey High School from 1996 through 2003.
Mr. Cartozian holds a Master of Business Administration/Master of Real Estate Development degree from the Marshall School of the University of California. He previously graduated from the University of California at Berkeley, where he majored in sociology.

Andy Cohen
Executive Director, Gensler
Andy Cohen is a champion of design excellence at Gensler, and a mentor to the design leadership of our practices and offices. As an Executive Director, he oversees initiatives related to design, client development and strategic growth. He’s also the Regional Managing Principal for the Southwest, including our offices in Las Vegas, Los Angeles, Newport Beach, Phoenix and San Diego. In that role, he helped build Gensler’s airport, entertainment, hospitality and mixed-use practices. An architect, he is a graduate of Pratt Institute and a Fellow of the American Institute of Architects.

Dan Dunmoyer
Cabinet Secretary, Deputy Chief of Staff, Office of Governor Arnold Schwarzenegger
Dan Dunmoyer is Governor Schwarzenegger’s Cabinet Secretary and Deputy Chief of Staff. As Cabinet Secretary, Dunmoyer is the direct liaison between the Governor and his Cabinet members and all Executive Branch agency and department directors.
For the past year, Dan has served the Governor as Deputy Chief of Staff and Senior Advisor for Policy Development. In this capacity, Dan was responsible for developing and overseeing a wide range of public policy related issues for the Governor’s Office.
Prior to joining the administration and for the past nine years, Dunmoyer has served as president and chief executive officer of the Personal Insurance Federation of California (PIFC), and has worked in various capacities for the PIFC since 1989.

Hector De La Torre
Chair, California Assembly Committee on Rules
Assembly member Hector De La Torre was elected to the 50th Assembly District in November 2004 and represents the Southeast Los Angeles County cities of Bell, Bellflower, Bell Gardens, Commerce, Cudahy, Downey, Lynwood, South Gate, and the unincorporated communities of Florence-Graham and Walnut Park.
Recently appointed Rules Committee Chair, he is part of the leadership team of Speaker Fabian Núñez. The Assembly Rules Committee is responsible for assigning bills to the appropriate policy committees and sets and implements the policies that govern the Assembly. As Chair of the Rules Committee, Assembly member De La Torre is the gatekeeper to every piece of legislation introduced in the Capitol, referring them to the appropriate policy committee. He also oversees the Assembly’s $115 million operational budget. In addition, he serves on the following standing committees: Budget, Budget Subcommittee on Health and Human Services, Local Government, and Public Safety. He also serves on the California Cultural and Historical Endowment.
